Vulcan has three
legislative bodies
hr'Mnah'te (the proposal group), the hr'Breish'te (the
rectification group) and the hr'Kash'te (the
expunging group).
The hr'Mnah'te
and the hr'Breish'te
put forward and pass or amend legislation.But the hr'Kash'te the "Expunging groupd" exists only to veto or remove laws.
the hr'Kash'te
are the easiest to drive a change through. The other two bodies require a
large majority to pass legislation. Expunction requires only one-fourth of the
body's two thousand six members to remove a law. The idea being that a good law
should reguire a fairly large concensus
- avoiding the proposal of frivolous or unnecessary statutes - and a bad law
should be made easy to stop or change.
